Andrés Flórez

He served as Minister Plenipotentiary and Deputy Chief of Mission (DCM) of the Embassy of Colombia in the United States.

For nearly 10 years, he was a partner of Esguerra Asesores Jurídicos where he led the areas of financial law and securities market.

Former General Director of FOGAFIN and former General Director of Financial Regulation at the Ministry of Finance and Public Credit of Colombia. He was also the Superintendent of Issuers of the Superintendence Office of Securities, Managing Director of Capital Markets and Issuers of the Colombian Stock Exchange, Legal Director of the Bogotá Stock Exchange, and associate of the law firm Gamba, Barrera, Arriaga & Asociados.

Flórez was the Colombian negotiator of the Financial Services Chapter of the Free Trade Agreement between Colombia and the United States. Additionally, he led the group who drafted the new Colombian Securities Law. He also was part of the team who work on the creation of the new Financial Superintendence.

In 2002, Flórez was admitted to practice law in the State of New York and in 2017 in the District of Columbia.

He graduated as a Lawyer from Universidad Javeriana, where he also specialized in Insurance Law. He has a Master of Laws (LLM) from Cornell University.

Flórez has been member of the boards of Davivienda, JPMorgan Corporación Financiera Colombia, AMV, Alianza Fiduciaria, Acción Fiduciaria, Fana, Hotel Artisan DC by Marriot, Frontier Liner Services, Dattis Comunicaciones, Puerto de Cartagena, Contecar, Legis, Acerías Paz del Río, XM Empresa de Expertos en Mercados, Bancafé, Banco Agrario, Central de Inversiones - CISA and Fogacoop.
